Hospital of Central Connecticut Department of Emergency Medicine, Division of EMS provides medical authorization, oversight and continuing education for area pre-hospital providers.
The Division additionally functions to support EMS providers in their roles and to improve the transition of care between prehospital and in-hospital providers.

David Buono, MD
Emergency Department and EMS Medical Director
Dr. David Buono is the Emergency Department Medical Director and EMS Medical Director. Dr. Buono received his undergraduate degree from Providence College, attended medical school at the American University of the Caribbean and residency at New Britain General Hospital. Dr. Buono is board certified in Emergency medicine.
Sean Fitch, BS, NRP, EMS-I
EMS Coordinator
Sean has served in EMS since 1984, working in Volunteer, Commercial, and Municipal EMS Services. After receiving his initial EMT certification, he began working for New Haven Ambulance, while continuing his education to become a Paramedic in 1989. He continued in New Haven through the transition to American Medical Response, becoming an Operations Supervisor, working also in the Waterbury Division and then being chosen to lead the Training and Education Department in AMR’s Bridgeport Division. He began his career at HHC in 2013 as EMS Coordinator for MidState Medical Center before being promoted to Regional EMS Coordinator for the Central Region in 2015. He is a longtime volunteer member and officer in the Fire Service, and is active as both an Instructor and mentor for the EMS Community. He has served as the Presenter Chairman for EMS Pro Expo for the last 3 years.
Todd Jones
EMS Network Development Manager – Central Region
Todd joined the Hartford HealthCare’s Emergency Medical Services (EMS) team in August 2020. As part of this role, Todd oversees the implementation of the EMS strategy, operations and business development in the Central Region. Todd’s focus is to help collaborate with our emergency service agencies and municipal leaders across our region. Todd comes to Hartford HealthCare with several years of experience in network development and contracting across the continuum of care. In addition, Todd has nearly 20 years of experience as a firefighter and EMT with the town of Farmington, serving in several leadership roles during his tenure.
